Proposes the creation of Centers for Socio-Economic-Cultural Extension, (Responde Centers) that will allow the development of social, cultural, and recreation activities of training and education. This Center will provide the appropriate environment for, these forgotten and left behind towns, to grow wings on their mind and spirit, making possible the success of any future social and economic project. It will have : Library, Museum, Virtual Classroom (with Internet access that will allow Education and Training),Cultural and Social Activities room and Cafeteria.
